Betsy McCaughey writes in The Wall Street Journal that although Obama has promised you get the same kind of health care Congress gets, the proposal put forth by Senator Kennedy (D-MA) says otherwise.
It puts a lot of regulations in place to define a qualified health plan and big fines are in place for those who fail to enroll in a qualified plan -- even if you have a plan that is not considered "qualified."
It specifically exempts members of Congress (along with federal employees; the exemptions are in section 3116).
